Fumigation Certificates and ISPM 15 Explained

Wooden pallets, crates, and dunnage can carry insects that damage forests in other countries. To stop this, most countries follow an international standard — ISPM 15 — for wood packaging. Some commodities also need fumigation for their own pest risks. Getting this wrong can mean your shipment is held, treated, or sent back at your cost.

What Is ISPM 15?

ISPM 15 is an International Standard for Phytosanitary Measures, set under the International Plant Protection Convention. It applies to wood packaging material — pallets, crates, boxes, skids, and dunnage — used in international trade.

It requires that wood packaging be:

  1. Treated using an approved method, and
  2. Marked with the official ISPM 15 mark.

The simplest way to comply is to buy pallets and crates from treatment providers approved by the plant protection authority, with the mark already applied. Keep their invoices and treatment records.

What Is Exempt?

ISPM 15 generally does not apply to processed wood products such as plywood, particleboard, and oriented strand board, or to very thin wood. Plastic and metal pallets also avoid the requirement. Check the rules of the destination country, as some add their own requirements.

Fumigation Certificates for Commodities

Separately from packaging, some commodities are fumigated to control pests — for example grains, pulses, spices, dried fruit, and some agricultural products. Importing countries may require a fumigation certificate as evidence. The certificate records:

It depends on the product and destination. Your buyer, the import permit conditions, or the letter of credit usually specify it. For plant products it is often linked with the phytosanitary certificate.

When a commodity must be fumigated, the process usually involves:

  1. Booking an approved fumigation provider for your loading date
  2. Loading goods into the container and sealing it for treatment
  3. Applying the fumigant at the specified dosage, temperature, and exposure time
  4. Ventilating the container before it is handled further
  5. Issuing the fumigation certificate with container and seal numbers

Container numbers and seal numbers on the certificate must match the bill of lading and packing list. Fumigated containers may need warning labels, and receiving warehouses must ventilate them safely before unloading — tell your buyer when a container has been fumigated.
