Exporting to the USA From Pakistan

Tariffs: Check Before You Quote

US import duties are set out in the Harmonized Tariff Schedule of the United States (HTSUS), using 10-digit codes. In 2025 the US introduced additional tariffs on imports from most countries, and the rates applying to Pakistan have been set and revised since. Because the situation has changed more than once, always check the current total duty for your specific HTS code before quoting — using the official US tariff schedule, your buyer's customs broker, or a trade adviser. Build the answer into conversations with buyers, who will be calculating their landed cost.

Who Imports: The Importer of Record

Goods entering the US are cleared by an importer of record — usually your buyer — typically using a licensed customs broker and a customs bond. For ocean shipments, the importer must file an Importer Security Filing ("10+2") before the goods are loaded at the foreign port, using data you supply. Share accurate information early — incomplete data can delay loading or trigger penalties for the importer.

Country of Origin Marking

US law generally requires imported goods — or their containers — to be marked with the English name of the country of origin, such as "Made in Pakistan", in a conspicuous, legible, and permanent way. Some exceptions apply. Check your product's rules with the buyer.

Product Regulations

Food: FDA

Facilities that manufacture, process, pack, or hold food for US consumption generally must register with the Food and Drug Administration (FDA). Shipments require prior notice before arrival. The US Foreign Supplier Verification Program (FSVP) requires importers to verify that their foreign suppliers meet US food safety standards — so expect buyers to ask about your food safety systems, often HACCP or GFSI-recognised certifications.

Medical Devices: FDA

Consumer Products: CPSC

The Consumer Product Safety Commission regulates product safety. Children's products face particularly strict rules, including testing by accepted laboratories and certification. Products like toys, childrenswear, and sports equipment for children need careful attention.

Textiles and Apparel

US rules require labels showing fibre content, country of origin, and the identity of the manufacturer or dealer (often via a registered identification number), plus care instructions. See labeling requirements for export.

Forced-Labour Scrutiny

US Customs and Border Protection can detain goods it believes were made with forced labour, and cotton supply chains in particular face scrutiny under US law. Buyers increasingly ask textile suppliers to document the origin of their cotton and yarn. Traceability — being able to show where your raw materials came from — is becoming part of doing business with US apparel buyers.
